Because they're percentages, it really depends on which ship you put it on and which MWD you plan on sticking on it.

I think base velocity, because it will affect the outcome speed every time it is multiplied with another number to calculate anything.

you could also consider the mass reduction thinger..
However, I still think EvE needs more and better tactical warning sounds.

well lets take one of those +660% mwds and an interceptor with a base speed of 650 or so.

Yup and since it doesn't get a stacking oenalty, (1.15^3=1.52) 52% more speed boost = win.
