E xpandFW GÇô pirates and bounties.....OK not really as people will just kill their alts and bounties will never work 
Currently four militias GÇô Each of the four races
Expand to include mercenaries from pirate corporations - such as Guristas, Archangels and Serpentis Corporation etc.. These pirate corps function the same as the current militias however, they are not aligned to any race (except where lore may interfere which I donGÇÖt have a clue about, all hail bob).
GÇóOn joining the pirate corp you enter their GÇ£militia chatGÇ¥ - Corporations and alliance can join like current set up
GÇóbecome -2.50 criminal straight away and canGÇÖt fix above this while in pirate corp
GÇóOn top of this you get a Concord GÇ£bountyGÇ¥ GÇô which allows high secers to GÇ£farm youGÇ¥ This gets added to for every criminal act you perform In addition to this people should be able to join a concord sub corp, allowing for bounty hunters to hunt and kill you The flip side to this is bounty hunters can be killed anywhere without concord interruption by pirates/criminals. (Also get rid of the current bounties? It has no real function) Bounty hunters are the only ones that can receive pay out?
GÇóConnection to FW FW corps and players can create contracts that state, we want to attack this system and for every person on the opposite militia you kill, you will get paid X amount for frigs, X for dessies, X for cruisers Etc... Or % of kill mail total? CanGÇÖt run down sites GÇô the FW militia will need to do this
GÇóYou get LP for participant in FW corp contracts, performing criminal acts and killing enemy pirate groups GÇô whatever the lore is between pirate groups.
GÇóCarrying out GÇ£contractsGÇ¥ will increase/decreases standings with those corps
Allows for bounty hunters to roam in police comets and expands FW, IGÇÖm sure there will be problems with this however, IGÇÖm not 100% what, so please post your thoughts and give feedback on this as IGÇÖve been thinking about it for a while now. Thanks
Extend it further to GÇóPirates canGÇÖt dock in high sec systems and some low sec stations. Or prevent the use of some services GÇô EG canGÇÖt sell their loot, they need to use pirate outposts (cough citadels). Which neuts can dock in and pick up goods and GÇ£cleanGÇ¥ for sale in high sec stations.
GÇóIntegration with incursions? IGÇÖve not really ran them so not sure how they work etc... So, this is left to you.
GÇóTake the GÇ£FW contractsGÇ¥ to other places Is your POS being attacked and need backup? Do you want to evict a corp from WH? Need a quick boost in your corp numbers for a war?
