I assume you mean a battleship sniper (Eagle/Moa are the only viable cruiser snipers)
In that case you will want t2 large turrets for the t2 long range ammo.
For ships usually its going to be the highest tier ship with damage/tracking bonuses. For Minmatar the maelstorm is a tiny bit better than a Tempest. Caldaris only real choice is the Rohk, but its a very good one. Gallante would be the Megathron still I think although Im not sure on that one. Amarr I have no idea, lasers confuse and irritate me.

Megathron is still the best sniping Gallente ship. The new tier 3 for Gallente has a shorter targetting range.

Amarr ships make pretty good snipers, their range isnĘt the best but they make up for it in damage. That being said, lasers are slightly more skill intensive than hybrids, so bare this in mind.

A Rokh would also be a viable option. Check the range bonuses.

Dont forget about manticore, raven and tempest(probly one of the bests since its guns)

Tempest - Massive alpha strike, artillery
Megathron - Highest DPS, Rail guns
Apoc - not great till T2 tachyon, EM sucks, beam lasers
Raven - T2 cruise good range t2 torps crazy damage (think its changed since patch)
Rokh best long range T1 sniper not sure on how great dps is
And EvEmon 4tw :-)

Is it worth the effort to train for the target range rigs (T I: +15%/T II: +25%/-10% shield) and paying for the rigs for a sniper-ship?

each race has a sniping battleship:
amarr - Apoc (T2 tach's)
caldari - Rokh (T2 rails)
gallente - Mega (T2 rails)
minmatar - Tempest (T2 artillery)
Imo in a sniping fleet the best ship is a tempest because of the alpha strike ability.
But in reality the best sniping ship in the game is the eagle (Caldari), it is specifically designed for sniping. It is great for taking out support at 200km+.
So you really are left wiuth 2 options, train up for T2 artillery and fly a sniping tempest (minmatar, takes a lot of training), train up for T2 medium rails and fly an eagle.

Maelstrom can out damage the Tempest by a little bit... Though, for fleet, you probably wanna fly a Tempest. A little cheaper. Tempest is fuglier though. xD
