I see characters here and there with more than one 28 and I'm not sure how they're managing it. Best I can figure, with Learning V they'd have to boost to 26. Minus +4 implants, that'd be 22. Minus +9 from Attribute skills that's still 13! How are they doing it? Is there a 2nd set of implants to boost even more? When I look at my Character sheet I see that there's a 2nd set of slots for what I assume are implants but I have no idea what goes in them as the attribute enhancers only go into their specific area.

One of my chars has 13 base memory. If you add 10 levels of skills plus a +4 implant, you¦re at 27. She only has an intelligence base of 12 though and the other skills at 6 or even 3 to start with. So If people manage to imbalance their chars even more, they can end up with two attributes at 28, I guess.

Learning at lev 5 gives you an additional 10% to an atribute. So if your int is 20 with learning at Lev 5 the int would display as 22.
Start at 12 +10 from Skills, +2 from learning +4 from Implant and your at 28.

I thought no one trained the Advanced Attribute skills to V?
Also, what race combination are people using to get starting attributes to 12 and 13?

I haven't tried to do anything that imbalanced, but my impression is, that since the changes in Revelation it is not that difficult.

It's a waste of time to do so, but I'm sure it doesn't stop some people.
Creating a research alt the other day, I found that choosing caldari -> achura -> inventors -> industry -> engineer path gives you a base int of 15, and gives you some levels of learning skill, your starting int is actually 18.

It's not really a waste of time per se, it's just that it's going to take somewhere in the region of a few years years to reach the payoff point (where time saved by training it = time spent on training it).
For some people who plan to play this game for a long time, this time can be acceptable. In the earlier days where there were less skills or people were waiting for particular skills to come out, training the advanced learning skills while waiting was also a valid option.

I really wouldn't worry about it. The differences in training times for people with 28 in one thing, versus say, 24, isn't huge (except perhaps for the really really long skills).
The disadvantage they have though, is that they probably built a fairly imbalanced character. This can be ok, if you train for one role, and one role only, but after a lot of thought, there doesn't seem to be a long term payoff. For example, a fighter pilot type character must still train a lot of electronics and engineering, so getting perception way up instead of intell may hurt just as much as help in the long run.
Best all around bet seems to be to get everything except charsima more or less matched, but don't get charisma too low either, as you may need it to trade or get more bounty from missions, etc.
My two cents worth, anyway.

You should ask what her charisma is though. 
Probably close to the standard 9/9/9/9/3 Achura setup.
