I have seen +7 implants before. They are called Elite implants. Standard implants are +4.

not wishing to upset but there is a way to make fake items,
maybe they do exist meybe they dont ,unless a trusted friend has shown you them
you should prob assume they dont

They can be linked to as they have always been in the database, I've never seen them as implimented game code though.

they do exist, but they re called family something like they come from the royal amarr family... and such but +7s definitly exist and they cost anything between 5-10 bil a pop

I refuse to believe +7s are anything but a line item in the database right now. Show me one, in person, in a trade window, or in a contract, and then, and only then, will I believe it.

METHOD OF LINKING SPECIAL (ANY) ITEMS
Use 1 example and you can understand
in ANY chat window
Type "Elite"
Select "Elite"
Right click
AUTO LINK -> ITEM TYPE
browse from the result window (you can right click for info)
Select the item you want and OK
Rename the Link
You got it 
Some example for searching:
advanced (+6 implants)
imperial
corvus
storm
leviathan, avatar, whatever

You are however able to search for thoese imps via item type in the contracts.
My guess would be, somehow planned but just not yet dropped or given out.
