A firstly its against the EULA mainly for the your protection mainly the seller HAS to pay the xfer fee. Because it means you have to give someone your account details password included....
eg: i pay 200mill for your 2 mill point charactor you give me you the account details and i instead transfer your main charactor with 20 million skill points and laugh, dont think CCP will do anything either.
Or i could just steal your entire account and chage the password ect.
Get the idea? so you have to pay the xfer fee and you would be stupid to let soemone else and well as breaking the rules.

U made me change way to sell this char so I will pay transfer and buyer have to pay 200 mil isk more for that if this way is legal or...
