Does anyone know if CCP has an official stance on the difficulty of making an Empire research POS marketable?
It is currently difficult to do this because you can not allow other corporations access to your POS unless you are in an alliance with them.
This means the only solution for selling research slots to other corps is: 1. Join an alliance with them 2. Convince them to trust you enough to lend you their BPOs for researching
Solution 1 is obviously difficult. If you have customers in different alliances this solution won't work. There are other issues as well. Solution 2 is difficult because of the sheer value of some of these BPOs. This is just a lot of money to be putting on the table, so you will have to have very deep relationships with all of your customers.
My question is whether CCP sees this as a flaw or an intentional design? CCP seems to have strong views about how much to regulate with game mechanics and how much to leave up to people, which I think is great. I believe this is actually one of the principal things that makes Eve such a great game. There has been a lot of discussion, for example, about providing more control to corps to prevent corp theft, and CCP has (I think) said they think the current amount of control is correct for their purposes. My question is whether or not CCP has come out and said the same thing about Empire research POS, or whether they want to make it more easy to make them marketable in the future?

A third way is to provide them with collateral while you research their BPOs, but I suspect many people wouldn't have enough ISK to do this on a large scale.

I know what you mean, i spent a long time getting my toons skilled up for this and capital, sec status sct, before realising how undeveloped this system is. How on earth can I get peeps to part with BPO for me to research

the bigest drawback that I see to open slot access on a pos... is trusting the person to keep it fueled... I could see some ways to handle this... but here is a couple of things that would need to be done to make it work
1) the corp that is running the POS would be easily identifiable... and maybe filterable... so you know you are using a pos where you trust the corp to keep it fueled (or just use any if you care)
2) be able to merge all of the available labs at a pos into one list... i have 15 labs at my pos... imagine 40 poses... that would be ALOT to sort through since each lab only holds three slots
3)money/rental... right now, you pay upfront for the use of a lab... make it so that the money goes into a "holding" fund... and only gets paid to the pos owner when the job compleates, or you cancel your job. Otherwise what is to stop soemone from getting bunch of jobs... re anchoring the lab to take the money for the jobs and getting a new set. If the job is cancelled by the pos owner, then the money should be refunded back to the renter
