The ability to write legally binding contracts for security and buisness deals.
This would open up a way for smaller corps to band together financially in hiring security companies.
in fact im quite surprised all the mercenary corps so far in the game operate mostly on a revenge for hire buisness without seeing more of the smaller sized contracts to say smaller pvp oriented organizations willing to provide the boring side of pvp. the escorting of traders, minerals, a small corps first battleship say.
People in this game ( ya im newerish) seem to me to be very lazy. instead of whining that ccp should provide a cookie cutter solution. why havnt smaller entity's sprang up to claim whats an obvious market gap. the security market.
just a new dudes 2 cents.

It's not happening because it won't work.
Unless you have a hundred merc's swarming a system they will always be "reactive" instead of proactive.
A fine example of this is mining security. Some dude in a battleship looks all mean "protecting" a few mining barges. Two pirates with interceptors warp in, kill a barge, scoop the loot and by then the bs has just fired off it's first volley (which misses)
The above is just one example. It's just not practical.

so use a command ship with a sensor booster... that will lock and kill an inty before they can kill a barge... if your cheap use a drake.

My point is that with a security company and t1. you could protect against most situations. logistics present in belt to heal clients during the defense teams response would be one solution tactically. quit being lazy.
hell if need be ill start the first corp for it. once reputation is made a market should open up for more than just the first. after time a number of reputable security firms would lead to the population of low sec. with even more time presumably the better they were at eliminating casual pirates. they would kill off the need for themselves thus starting the cycle over as gankers, former sec gaurds turned pirate and others once again surged to the front.

none of that is needed tbh
if you want to survive and thrive in low sec you need the following skills
1) local vigilance 2) gate scouting 3) inertial stabbed sigils + evasive maneuver 5 4tw
it's actually very easy to live in low sec it just requires common sense and EFFORT
nothing worth having comes easy
