 It's a mixed bag of nuts your charactor seems pretty light on basic tech 2 skills (ships, gunnery, missles, ect.). Even for 21 million SP 2 billion start seems too high.
I'll offer 1.6b to start

A mining charactor would have heavier Drone/Industry skills Refining 5 RE 4 + some basic riod refining skills at 3 for crystals and/or drone interfacing 3 + scout & mining drone 5 for mining and defence.
ATM the charactor is a great starter but not specialized enought to start higher than 1.6
If you think I'm wrong or it's worth more than 1.6 to you please out bid me this is a auction.
