It seems Minmitar is the popular choice. Why?
I only ask, because I seem to be more drawn in and intrigued by the backstory and appearance of the Amarrian Empire :)
I read and printed Halada's Complete Miner's Guide and he seemed to imply Caldari by listing all Caldari skills up until the higher-lvl mining, although he never came out and said "Caldari is the best race for a miner".
Just wondering if an Amarr mining character would be gimped.

Oh, and if it helps , my goal is to eventually join a mining/pvp corp involved with an alliance in 0.0, and able to run mining ops with some fighter pvp escort. And this is of course to support the greater good of the corp, thus furthering the war effort of the Alliance and gaining even more sovereign space, expanding the Alliance's empire ;)

If you're going by Halada's Guide step-by-step and want to make your income from the beginning as a miner, then it may be easier to follow in step and learn Caldari ships, regardless of the race you choose. It won't take long to learn Caldari Frigate to 3, which is the only difference in relevant skills that a native Caldari starts with. The other races do have equivalent ships with mining bonuses as well, so if you don't want to dip into Caldari skills, you can choose your race's equivalent, albeit at the cost of some efficiency.
In the long run, if you're ultimately going for a mining barge, those are race independent so it doesn't matter what race ships you specialized in.
I don't think Minmatar is that popular. If anything, Caldari is and that has probably more to do with starting stats. But Minmatar ships are some of the best for PvP and have the fastest speed.
As for picking your race, I would recommend going by the one you like the look of (or lore) best, and stats second. Any race can learn and pilot other race's ships without any penalty. The only difference is the piloting skills you start with. Check out GoonFleet's character creation guide and some recommended base builds.
I've also found helpful this character creation tool to see possible stat distributions (though ignore everything else as it's outdated) and this career skills display for the different starting skill possibilities.

Minmitar, especially the Vherokior bloodline, do get good starting skills if you are going for mining/industry. Just one thing to look out for, pay attention to their willpower and maybe give them a couple of points. You'll want decent willpower when you are learning ship skills as it is the secondary attribute for ships skills.

I was thinking Amarr Amarr ... ended up with like 12 Mem, 10 Wil, 8 Int, 7 Perc .. or something very similar to that.
Are those decent starting attr's for a mininy/indy char?
I remember reading Mem/Int are the skils for a Mining/Indy char... but also needed some Perc (and I guess Will according to you?) to learn ship skills better.
Help?

Intelligence and perception are generally considered the two most important attributes because the former is the primary trait for ship support and the latter for piloting. It's true a dedicated miner will want an emphasis on memory, but you'd have to be sure that mining is the be all and end all that you want from the game. Even then, intelligence is just as useful to a miner for the support skills they'll need just like most pilots.
For Amarr/Amarr, I'd go with a more balanced setup: Wealthy Commoner for +3 mem and +1 cha. Then 3 points into Perception and 2 into Intelligence. You'd end up with 9 int / 4 cha / 7 per / 9 mem / 10 willpower. It's a little low on perception but not terrible.

My advice is to go for the backstory.
You can crosstrain for any ship in the game.
Crosstrain Amarr and Caldari ships.
Osprey is the best mining cruiser in the game, and the Apoc makes an excellent 0.0 miner.

Also, don't forget that all you gain or lose by having a high/low stat is training efficiency. Having a high or low stat will never make you a better pilot or a worse miner, all these stats affect is the rate at which you train particular lines of skills. Most of these deficiencies can be overcome by training more of the learning skill levels that pertain to the stat you are low in and/or buying implants.

Regarding Learning skills, I usually train the basic Learning skills first. It really only takes about a week or so, and during that time, I like to familiarize myself with the area, etc. It isnt a bad deal.
And I am pretty sure Mining is the be all end all for me. I tried making a combat character, but.. I found myself enjoying Mining far more than ratting. I'm sure PVP is alot more fun than ratting, but.. combat just isn't my cup of tea in this game I think.
I am sure I would be much happier becoming a dedicated miner for a large corp/alliance and participate in large mining ops, helping out the war effort in mineral and monetary gains.
That's the beautiful thing about Eve, eh? Free to choose your own path :)
