Rookies should be allowed "civilian" drones, at a low price (I think the Hobgoblin manufacturers already do these), with a low dps, to get them into the idea of droning.

The biggest rookie ship drone bay can be filled for under 12k ISK with t1 hobgoblin. There is no need to hand out civilian drones when regular ones are priced that low.

Why go around looking for belt rats when you can run a lvl 1 mission and get more out of your time?

IIRC you get like 5mil isk, several ship, and quite a few mods out of the career missions, which are specifically intended for rookies. If a rookie can't come up with 12k isk, then they have some serious issues. EvE is hard. It's harder if you're stupid. I couldn't have said it better. Hello, Mr Carebear.
