Ok, first of this is not a whine but one of those "huh, I wonder why they made it like that" things.
So - industry and mining barges - dont see the connection.
Industry "Allows basic operation of factories. 4% reduction in manufacturing time per skill level."
Ok, but what does it have to do with Mining Barges?
And why to lvl 5?
If Mining 5 was required skill it would make sence. Mining ship - needs mining, clear, right? (yes I know Mining 4 is a required skill)
Science and astrogeology I can buy, but that industry just baffels me. 
So - any theories?

By that logic you would not have a "mining" skill and would need industry to use miners and strip miners.

Mining barges are industrial ships. Why do you need science IV to use tractor beams? Why is weapon upgrades a gunnery skill when it effects missile launchers? Why is signal analysis a requirement for recons?
Partially a time sink, partially an rp necessity. You're not getting into a barge without industry in mind, and it's an additional rank to train.

Balance? It's a Rank 1 skill isn't it? That's just a few days, nothing big at all. And you'll more than pay for any time spent on skills once you start using your first Retriever.

Hey - I said its not a whine. 
The time I spend on it is no prob. I was just wondering as to why. Didnt seem logical to me.
But its cool.

It's "just" a few days. By that logic, a titan is "just" a few years. It's amazing how putting "just" in front of anything makes it seem minuscule in an attempt to do anything, when in reality it does exactly what it was intended to =P
Industry V for me takes 5 days. 5 days of mining is quite a lot of money, wouldn't you say?

I think refining would have been a better choice.
Something almost every miner should have.
