I was continuing some of the Caldari, and I encountered a mission where I had to eliminate a group of pirates. I went to the system my journal said to, and they weren't there. I waited there for an hour or so, then resigned the mission. I went back to the same agent to get a new mission. The new mission was the same type, intercept 4 pirate vessels and destroy them. The pirates also did not appear for this mission either. Anyone have any ideas?

When you get to the system, are you warping to the mission location?

Did you activate the Deadspace warp gate?

Yes, I'm 90% sure I am.

The mission just said to iintercept them, so I don't think I have to activate the Deadspace (I don't think I even saw one)

Many of the missions are not well setup or documented.
In this case their is a Navigation Becon(sp?) floating around that I belive you have to right click and activate.

I never thought of activating the Beacon. Thanks alot!

Yeah, some of the missions have a beacon (just looks like a flashy light, very small) instead of a gate. Normally, beacons are where you arrive, and gates are what you're supposed to activate to get to the (next) mission area, but in some missions CCP has screwed up what's supposed to be where.
So, yeah, click on the beacon.
I think I've seen one mission where the NPC's came only if I approached a base, and I know that CCP has said that they're working on adding other "triggers" for missions, so that things happen only when the player does certain things.
