I was out scanning the asteroid belts and I noticed a few secure cargo containers I could not get into.. Is there a way someone can get into someone elses secure cargo containers without knowing the password? If so, what would I need to train to do so?

You need to guess the password, alot lack a password.
No you cannot hack it, there is no skill for it, you'd haveto hack the REAL persons computer, get a key-logger and find the password that way.
It's annoying aint it?
Can you imagine I actually try to manuever a bloody recon ship in that mess?

you can scoop the container if it isnt anchored. if it has a password, you can find out what it is when you dock. i have several enemies' passwords that way, hoping they reuse them when my opportunity comes.

An anchored container cannot be "scooped" it is basically fixed in space, much like a ship might be anchored in the water. You can safely assume that any secure container out of very high sec will be anchored, though people also get lazy and/or forgetful so there is a small chance of finding some unanchored.
Scooping a container is easy. If your ship is big enough and the can is unachored, you can just pick it up from space (click, then click the scoop to cargo option [it wont appear in small ships]). Remember, though, that a lot of those cans are, what, 27,000m3 so it takes a fairly large ship to scoop them. Frigates and even cruisers just wont do.

When you look at the container there are some lights on it.. If the lights are green they are not anchored. Yellow means they are currently being anchored. red they are anchored.

Should be able to hack them or at least destroy them.
Either that or they should make ships out of the same material as Secure Containers.
Damn things are indestructible!!
