i assume you talking about quality of agents
what it means is the amount of LP,isk,and standing increase you will get. lower numbers indicate lower rewards in these fields. so basicly always aim for a higher quality agent.

Effective quality is, loosely, a percentage modifier to the reward, bonus, LP, and standing gain from a mission. Effective quality = agent quality + personal standing + (negotiaions skill * 5). Note that personal standing is rounded down so it's never possible to et +10 from that. Maximum effective quatlity is 20 + 9 + 25 = 54.
Security rating of the agent's system has a big effect as well. I think it's +10% per 0.1 below 1.0 up to double rewards for agents in 0.0 compared with the same agent in 1.0

What the poster above me said, and also with other words - each point in quality increases your payment by about 1%. So the system security of your agent's home station is far more important than his quality, most of the time.
For example, if you can choose between two agents (A and B), A having a quality of -10 and is in a 0.5 system, B having a quality of +20 and is in a 1.0 system, then you will get 10% more payment from agent A.

I've compared 2 agents, both of same quality (0). And they both had the same effective quality for me. The trick is: They were from different factions, corporation, and I've never ran a mission for one of them. So seems to me, standing doesn't affect quality. Or I have a bug in displaying.
