In response to Upwell ConsortiumGÇÖs Lee Brinalle statements in a press conference today, Eve Scout, Signal CartelGÇÖs Director of Special Research, made the following announcement:
GÇ£Our capsuleers have been tirelessly collecting Research Components since their role in UpwellGÇÖs prototype citadel construction became known. We have amassed a vast inventory since expressing our concerns about UpwellGÇÖs site security and management concerns, deciding to withhold them until our concerns were addressed, and offering other capsuleers who shared our concerns an alternative deposit service (see Press Release dated YC 118.01.27).
GÇ£Given our organizationGÇÖs numbers, we realize that UpwellGÇÖs concerns about the size of our inventory may have in part prompted todayGÇÖs press conference. Progress reports shared by Upwell show that they have achieved approximately 65% of their stated Research Component acquisition objectives at the time of this announcement.
GÇ£We realize that withholding our inventory may negatively impact UpwellGÇÖs goals and affect the roll-out of citadel technology and other associated rewards. After due consideration of both the confidence-inspiring results of our own research and Ms. BrinalleGÇÖs statements, EvE-Scout EnclaveGÇÖs concerns about UpwellGÇÖs ability to responsibly handle these Research Components have been generally mitigated. In the spirit of open communication and cooperation, we have instructed our quartermasters to consolidate our inventory. I will begin contracting that inventory to Ms. Brinalle today. Time is short and it is our hope that those transfers will provide Upwell with significant progress toward their stated goals for the citadel research effort.
GÇ£Meanwhile, capsuleers can continue to entrust us with their Research Components through YC 118.02.08. We will make best efforts to bundle them with our shipments. ALL contributions of Research Components to our alternative deposit service by capsuleers outside our alliance will be in the running for distribution of our private 6-PLEX fund that will occur on YC 118.02.09.GÇ¥

I'm still not completely sold on the Uppy folks. Besides, me and a couple others have worked up some pretty decent juggling routines with these component thingies. We're getting pretty good too, we only broke about 5 today. |

I don't think any of us should be surprised, honestly.
We are, by and large, a curious and inquisitive bunch by nature. When Upwell first asked capsuleers for aid in retrieving vital components, we were naturally thrilled to assist. Exploring sites lIke the ones containing the Research Components is a major part of what we do, after all.
These Citadels and the new technologies Upwell developed along the way represent an immense investment in our futures. We were concerned for the future of the project, as it's success meant large strides forward across several disciplines in engineering and the sciences. We never wanted to impede this project, only to help. We have worked hard to remain neutral in a great many things, and our reputation proceeds us in this. The release of all Research Components in our posession was a foregone conclusion.
I personally am not completely satisfied by Ms. Brinalle's assurances, but we each agreed to lay aside our personal biases when we joined Signal Cartel. If my Directors are confident in the improvements the Upwell Consortium has made, then I will trust their judgement. I wish all the best to everyone in Upwell working on this monumental achievement.
