Sniper rule means that people who have been bidding are able to continue bidding for an additional 15minutes. This prevents/discourages someone from bidding at the last minute. He bid 11b before you, you bid 11.1, he 12b within the 15 minute sniper range.

hrm, im not a big auction person or anything, but i understood the sniper rule to be 15 minutes from the last bid before the end time, there were 14 minutes between the one guy's bid and the others, so he had time to bid.
the sniper rule is used to keep someone from bidding at 1 minute from the end time, so if screaming lord had bid at 2259 the other guy could have bid up until 2314, however this wasnt' the case
i guess in teh end it comes down to the honesty and moral following of the seller though
