Many times I've seen people's names highlighted yellow in the overview. What does this mean?
Also had some guy with flashing yellow in the square that marks his ship but not in the overview.
If someone steals your ore or loots your wreck what color are they?

Highlighted yellow = they have a low security status.
Flashing yellow box = they are locking you.
Can flagged to you = blinking red.

Close but not quite...
Highlighted Yellow = They have an aggression timer, usually these guys are mission runners and have an aggression timer against the faction that they were fighting against (mostly these guys are harmless)
Flashing Yellow box around their icon = They are locked on your ship
Flashing Red box around their icon = They are firing upon you
Flashing Highlighted Red = They are either -5 or below in sec status or they have committed a crime against you and you can fire at will
You can also change some of these in the Overview settings or you can look to see what they mean if you are unsure. Many of the colors are hard (especially for us colorblind folks) to distinguish so it's good to refresh your memory occasionally.

If you go to your overview settings it will tell you what the colors and symbols are for.
As if any one has adjusted these then what they see might be diferent then what you see.
But yellow box flasing around their icon in overview is they have targeted you, but has done nothing else aggressive that you know of.
When someone fires on you or steals from your can, or wreak they start to flash red which means you can fire at will on them.
If the flasing red is caused from stealing the flashing is only to you, your corp (if not in an npc corp), and not to sure, but I belive alliance members.
If flashing red because he fired on you and in sec are 0.1 and above he is flaged global criminal and anyone if they wish can engage him.
If I am off on these points I apriciate someone correcting me.
