I'm in Aridia from deeper, empire systems, but more often I frequent Genesis. I don't know which region it started in, but here's the thing:
Whenever I warp to a gate, I see the news bulletin board projector and I always see one thing just as I'm warping in: a fuzzy bluish picture of a man with overshadowed eyes. The face is too zoomed in to be a profile picture, (or so I presume,) and I never see a bounty posted. Furthermore, the moment my ship begins to slow down, it vanishes, and is replaced with Quafe. If it was only 5 or 6 jumps that did this to me, I would have figured it an amazing coincidence.
After 27 jumps through empire, I figured it wasn't a coincidence. I sat in front of one, stopping mid-journey in a 0.4 system, to try and catch it again. It never comes back. It only plays just as I'm warping in.
Furthermore, after this strange image vanishes, only two commercials play: A Quafe commercial, and a bounty with a name I can't remember and a picture of blackness covered in TV static.
So, my question: Is this some form of foreboding for an event? Is my copy of EVE glitching on the projector code? Or is this just a phenomenon found in Aridia, and possibly other empire stars?

From the description you gave it sounds like a placeholder graphic. Nothing spooky about that - its done all over.

Edit: As for the filename, the only reason I threw "Edited" on the end is because I've got a version w/o all the black boxes. That's all I did.

I read this topic before but i thought it was some gibberish and you were high on something (since I found out many playing Eve do drugs). 
But now that you provided a screenshot, wooot. I still don't understand how your ship is replaced with Quafe.. You mean it's replaced with a 3d model of a Quafe bottle or what?

Lawl, sorry, this is the problem with pronouns... the image of the blue man vanishes, not my ship, and is replaced with the Quafe ad. That is, the blue man pic is replaced with the Quaf ad. Again, my ship is fine... I'm just talking about the news board projector that normally shows bounties and random advertisements.

The face can be found at res:/texture/global/generic_charimg.dds
Looks like it actually is a placeholder for the billboard to load. And I thought I'd only see them around Amarr space
Found a bigger one, the res file is 64x64

That, my friend, is just as mysterious as the ad-vids that can be found in gallente stations.
It's just a generic picture put there to create an illusion of a player with a bounty "viewed from a distance". Once you're out of warp it loads a random picture of some ebil badboy playing eve.

Static would be FAR creepier. It would make me think of turning my TV on, and getting nothing but static on any channel.. which I find incredibly creepy... =S

At the risk of a ban I'll tell you who it is and what it means.
Whenever you see that ghostly image you can be certain that Oveur is in audit mode. It allows him to look at your wallet, ship hangers, ships cargoholds, and all cargo containers. It's been told that he is looking for anything that shouldn't be there.
It's also been said that if you watch you wallet as you see the image you can notice small amounts of ISK being withdrawn without a trace.

I believe this article may give you some clues as to the possible owner of the face on the billboards. Whilst i can't prove anything, the person mentionned in the article would it certainly seems be able to pull such a stunt off.
For what purpose? I have no idea
