What does it mean when a lvl 1 agent accepts at dock but gives this reply:
Yes, but you do not fulfill the Agent's pre-requirements
Is there a way I can find out what the requirement is?

This happened to me too, I found out that you need a Fraction Standing of 2.01 before he accepts you. When I got to Caldari standing 2.01 most of the level 1 agents in the Caldari corps accepted me.

You should be fine with just 2.0, which is the maximum any other L1 can raise it to.
This all changes at the next patch (due Monday 15th) - to see the new dynamic, go test it on Chaos. |

...provided your standing actually IS 2.0 or higher, and isn't just showing at that because it's 1.9964 or something. Rounding's a pain sometimes.

Can you query an agent yourself or do you have to wait until an agent asks you for your services on docking?

Have to wait. If he doesn't get in touch automatically, he would've rejected you anyway.

If you look under agents in a corp it will list out all agents. You can then look at the level 1 agents. In the information it will tell you their location, if they accept on dock and if you don't satisfy their requirements.
This should enable you to find an agent. The only requirement I have identified is a faction standing of 2.
