Is there any person or organization around I can "order" a char to? As in agree to a price, ask for a list of skills, and have them train me a char then have it transfered to my account?

Not that I'm aware of.
But there is alot of perfect learning chars in sale, so if you want specific racial bs or something like that, it probably can be arranged(if seller is reasonable etc). I bought char that way and I convinced original owner to keep it just a little while more and train something specific that I needed for a few more iskies.
Ask and you might get a deal.

I have received quite a few mails with offers so I thought I could just reply here for everyone and this way if others need similar services they will also know who to contact.
I am looking for a char that flies Obelisk and has Production Efficiency 5. The rest of the skills I dont care about, the cheapest the better.
EvEmon tells me that with an achura stargazer (should be the best combination) and implants it should be trained from scrath in about 52 days, if someone is willing to do it for isk please tell me here with the ammount of isk you are looking after.

I have a character with all the learning skills, Gallente Industrial 5, Industry 5, PE 5, RE 4 (training 5 now), and is 2 skills away from flying an Obelisk.
Eve-Mail me in game with an offer in ISK for this character, if it's acceptable I can have it ready with the skills you want quickly.

I would need a few questions answered prior to giving a price for the service.
1] Are the learning skills included in that EVEMON figure?
2] Who is paying for transfer fee?
3] If I remember correctly Freighter skill is rather expensive, you pay for it, or I?
4] You mention Implants, who pays for those?
Thats all I can think to ask so far... also, as I mentioned in the evemail I have caldari achuras already trained in learning skills, I could use one of them but if you wanted to pick your name I could start over, as you said, from scratch.

2. you, I believe its the ccp rules
3. book/implant cost can be added to total
4. and I dont really care about the name/portrait unless its some utter abomination :p

+3 Implants (all five) approx 62 mil on current market
Gall Freighter 79mil
Adv Space Comm 45mil
transfer fee 150mil
service/char 275mil
611mil thats quite a hefty price....but consider when all said and done i would get 325mil profit...not taking into account subscrip fees/ transfer fees that are out of pocket.
That would be what I would ask, but would listen to offers/reasoning if it is too high for your liking. Or if you can find cheaper skill/implants let me know as well.
