There is no best,
But
The better ones are those that don't change their doctrines even when decced by another merc corp/alliance.
That fact alone differentiates the good from the bad

Total Kills so far in 2016
1st - P I R A T - 10,725
2nd - Complaints Department - 7,945
3rd - The Marmite Collective - 6,000
4th - Vendetta Mercenary Group - 5,911
5th - Archetype. - 4,321
Overall I'd say Complaints Department, P I R A T, and Vendetta all seem to be doing significantly better than Marmite, with Archetype performing perhaps slightly better than Marmite despite having less than half the member count.
