Two ships go in, one ship (and one pod) goes out !
Basically a couple of beacons here and there around a 100km POS-like-shield that only lets a maximum of TWO ships (of certain classes/sizes, different for each beacon) go in, and doesn't let them go out (when two are present inside) until one of the ships is destroyed. Whatever is inside when match is over gets bumped out in a random direction outside the "arena", except pods... pods get randomly ejected in a different direction at higher speeds.
Whatever ships are in can't be targetted by ships outside, and are criminally flagged between eachother for the duration of the fight (no no CONCORD interference). As an extra anti-exploit measure (and added difficulty) have the environment start dealing ever increasing damage starting 10 minutes after both ships entered.
Well, that's just the basic idea anyway, I suppose you can have plenty of variations like 2vs2, all-vs-all and so on and so forth. Winner obviously can collect everything left undestroyed, and the loser(s), well, ship loss, module loss, but at least no (or very limited) risk of pod loss. And most importantly, no sec-status loss for any of the involved parties, and no risk of somebody "getting (suicidal) friends interfering".
No, it's not a replacement of non-consensual PvP, it's an extension to also ALLOW (partially) consensual PvP in highsec without risk of interference from third parties. _ MySkills | Module/Rig stacknerfing explained |

Well, wouldn't change all that much really... you don't have to go into such an arena to get ganked in highsec, now do you ? As for wardecs, that's pretty much still a valid non-consensual highsec engagement tool.
Besides, you can still do the same now by stealing from each other's cans... but then again, other corp members might decide to interfere even if you personally don't want them to, and it's still a bit bugged (ships have been lost to CONCORD occasionally in such "consensual duels".
So what the heck does adding the support for consensual PvP areas have to do with the general state of non-consensual PvP everywhere else outside those areas (as in, 99.99999...9% of the EVE space), and more importantly, with WoW ? _ MySkills | Module/Rig stacknerfing explained |

This leads to a distinct lack of Tina Turner though.
(BTW, I do think you're right, there's more than enough places to fight already - and some artificial fighting arena, however cool :), wouldn't really be in the spirit of Eve)

Tactical environments may be just that, both warps into a nebula, one to hide, the other to find him, once and if they make contact it's as if both were warp scrambled. No need for artificial arenas.

Hiya,
My CEO Taurequis is rumoured to have made a Thunderdome around the brown moon behind the MP5 station.
I've not been there but if anyone wants to go, post a piccy i wanna see.

Now if only can-flagging would make you criminally flagged to the owner of the can only, and would work 100% of the time, it would be something.
