Hi, Im currently flying a Harpy and I was told I could have this setup on no problem without having to use cybers by having just good engineering and electronics skills:
4 Tech II 150mm/125mm railgun
1 Rocket Launcher II
2 MagStabs tech II
2 EMhardener II
2 small Booster II (or II and I)
I am currently training electronics to lvl 5 for my current cpu grid holds no more than 201. Is this setup possible with a Harpy?
I heard some people say Harpy is bad, if some think so, could they please say so with a reason?
And what could I really use a Harpy for in EVE with a setup like that?

Olny problem with the harpy is that it has limited cpu. I spose that should fit --------------------------- HAHA! your jammers suck now! Oh wait whats happening to my scorpion... |

You need to tell us what you're using it for.
I'd swap an Em hardener for an Invuln Field.
I'd also swap a shield booster for a sensor booster, else you'll shoot well past your lock range, which is no good.
And since you need to maintain range, I don't know if a rocket launcher is the most useful thing you could have there. ------ ------

A nice 50km Optimal with Spike. A decent damage mod, and easily insta-lock pods. For its purpose, it is an awesome ship. Replace any semblance of a tank with SB II's, and the lows with MFS II's. It's a cheap ship, please don't fit a 70m isk SB on it, unless you're using it to run complexes.
Reason Harpy Isn't Crap ^^
e: if you're going down the route of Caldari AF's. Consider the Eagle. It's very cheap currently (about the price of a domi), can fit a decent tank, and easily snipe with the best of them. Bar none, it's my personal favorite for support snipping. With faction SB's, I'm fairly certain you could have it near-insta locking pods\interceptors. --------------- PvP in EvE is not consentual.

Why would you use 2 shield boosters.... that really makes very little sense to me.

Its a long range frig/destroyer/drone sniper. It is not meant to run a bunch of boosters and try to tank.
With max skills you can snipe out to 79k with spike S, doing 100 dps... and have a <2 second lock time on a pod. It has a very specific role in fleet combat, and I love it to death.. but don't try to run missions in it, even with blasters it's dps isn't great.

For pure sniping: 4 x 150MM II's (W/Spike) 2 x Tracking Comp II's 1 x Sensor Booster II 1 X Mag Stab II 1 x Tracking Enhancer II
91 K Optimal
One rigs become cheaper you can bump the optimal 101 K.
For pure tanking: 4 x Neutron II (W/Void *some will say antimatter) 1 x Rocket Launcher II (W EM Damage) 2 x Small C5-L SB 1 x Small electochemical 1 x Web (faction = gooder) 1 x Nano 1 x Damage Control

My gang set-up as follows: 4 150MM II, 1 standard launcher II, AB, warp disruptor, 2 cap rechargers, 2 mag field stabs. This is a great gang ship. With AM I can orbit at 14-19KM and rain down dmg.
