Defend POSes against an "elite" foe that you outnumber by a large margin? It seems to me, especially given the current state of the servers and the lag that ensues when too many people are going pew pew in one system at one time that the better strategy would be to simply throw two of theirs into reinforced for every one of yours that they do, and not try to defend at all. By doing so, you have taken away the edge that the "elite" force might have in fleet combat, and put them on the horns of a dilema. Where will they focus when one of yours and two of theirs come out of reinforced? If they don't have the numbers, they can't be everywhere at once.
They might counter by reducing the support fleet around their cap ships, thinking that you won't attack them, but that's the makings of a fine trap, is it not?
These might not be the best strategies given eve's game mechanics (which I'm still learning), but the general thought that I'd like to offer is that when you're engaging a numerically inferior foe, it might be best to look at the whole theater of conflict (including their space), rather than thinking that you must go toe-to-toe with them over every POS in your space. -----------------------------------------------

It's largely to do with the fact that reinforcing system sov towers doesn't do anything (at least not anymore). The attacker still has to come back and finish them off, almost always at a time of the defenders choosing due to stront timing. It's better to let an opponent waste time and resources sieging towers and then recharge them during your own peak time when they can't compete.
Plus there's always the threat of 20 RA dreads logged out 5 light years away...
