As soon as I join my first corp, wham, a lame alliance full of older players who prey on newer players for sport and profit declare war on my alliance.

okay, cool, I can live with all of those sentiments as I learn about EVE.
However, answer this:
If CONCORD "owns" Empire space and smites the lawless (killing another player unprovoked instantly), then how is it that CONCORD tolerates open war in 0.9 or 1.0 systems? I interpret 0.9 and 1.0 to mean: CONCORD controls 90% to 100% of this system. If they own that system why are we allowed to fight wars in it?
Why should A and B allowed to fight in the backyard of a system that CONCORD dominates?
I'll paraphrase this quandary another way - I've heard this logic of allowing wars in safe Empire space translated thusly: "could Eritrea and Ethiopia show up in Brussels and start fighting? What would the EU and NATO have to say about this?"
Hey, if someone wants to beat up on newbs for jollies, cool, but isn't CONCORD the baddest mofo on the block in 1.0 space? Why would ANY war be tolerated there?
Before you tell me to go back to an NPC corp, let me remind you that the prevailing advice is to join a player corp sooner than later for advancement. Also, the alliance waging the war on us is notorious for war dec'ing and fighting anyone and everyone (they are in 71 wars at the moment) just so they can gank newer and weaker players in Empire space.
Okay, that's fine, it's their MO - but, again, WHY IN 1.0 SPACE?

Concord regulates combat, correct. And corps/alliances pay a fee to concord to allow for inter-corporation wars.
Concord allows it, becaues they're getting paid to do it.

Yes, I've overlooked the important part about the Empire getting paid.
I also accept the "money is king" arguments.
Why can't I then pay the Empire more money to kill my oppressors?

Read up the backstory behind CONCORD. They are not a police. They are not backed by any gouvernment. There is no declaration of human rights in EvE. --

You do have the option of paying other (mercenary) corps to kill your oppressors, however, if the odds seem a little lopsided.  _______

it's very hard to fight in 0.0 with lag in good fleet number and if in empire is area to fight too loooooooooooooooooooool
creat a good serveur for fix lag fight ! ^^

I agree, lag can be bad enough in 0.0, wtf would someone willingly subject themselves to jita lag during a corp war? That's not pvp, that is a guessing game on who crashes first.

One slightly less obvious game balance reason that wars can be prosecuted anywhere in this game is because your enemies can congregate anywhere if their security rating is decent. There shouldn't be safe-havens in this game, beyond that already provided for in stations, NPC corps, and alts.
If you want the RP explanation, podpilots and corps in this game are more like sovereign states unto themselves than they are like private citizens or the businesses you're familiar with in RL. Concord doesn't get involved in their formally declared wars anymore than Interpol does in ours. * * * In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

personally I agree with ya, there just isnt a good enough mech in place to deal with wars imho.
All someone has to do is pay a fee (which = to absolutely NOTHING in actual cost) and they can shoot anyone anywhere. It makes NO sense. Concord should reveiw wars to see if it will allow it in .9 and 1.0 not EVERY single war "ok pay 2 isk and your all good".
At the very least there should be some sort of standings to decide who concord will allow to dec in .9 and 1.0 space.

the latter is more fun, the former if you are not that kind of person or change a corp, that always works.
learn to survive, maybe get out of jita for once so if they want to find you they have to use locator agent for every person?

To answer the OP -
It's because people do things in this game that ****es off others. Once it reaches a certain level, it's time they suffered for being asshats. So you wardec them.
As actually practiced in the game -
You have wussies that are too frightened of the other side of that 0.4 gate to actually venture into it, so they look around for another corp hanging around high sec, dec them and pad their killboard. One in particular, which I won't name in case it violates some forum rule (*cough* BAS *cough*), is based in Poinen, have 3 yr old characters, fly around in T2 ships with T2 fittings and war dec mining/mission runner corps.
In my opinion, the initial wardec cost for an empire war ought to mean something. Pop 1 0.0 rat or 2 lvl4 mission rats and you have the cost of a week's worth of empire war. ---

High sec: Undock + corp membership=consent to PvP
Low sec/0.0=Undock button=consent to PvP
