You must be doing something VERY WRONG then... you either have negligible gunnery skills, you're using the wrong ammo for the job, you're not having enough tracking and your transversal is too high, or you're not packing any damage mods at all.

I kill BS, BC, Cruiser and most frigs all the time with my 350mm rails - on a Dominix! Rails aren't a push-the-button weapon like missiles. You have to fly around a bit to make the transversal low enough to get good hits. BC orbiting you at 20km will be hard to hit if you sit there like a lump (or a Raven). Try chasing them, then you will start getting wrecking shots in the hundreds. You don't have to chase them far. Move towards them, they will try to move away to their optimal range. That causes transversal to fall, and makes it easier to hit them.

Its damage sucks because it has a godly tank and incredible range. Simple as that, so work around it, giving it greater damage would make it unbalanced.

Its damage doesnt suck, at gal BS 5 a rail mega only does 9% more dps than the rokh.

He's having problems with "frigs and cruisers in close"
5 hammerhead IIs will demolish npc frig and cruisers in record time even on a rokh.

You have to keep in mind the added damage tracking would give you from a mega... Im not saying the damage is useless or frigate class im just saying when compared to other bs its lower and its other strengths are the cause of this.
