This is an attempt to provide a general rule of thumb using a points system.
Frigate 1
Destroyer 1.5
Cruiser 2
Battlecruiser 2.5
Battleship 3
T2 ship +1
T2 Fitting +1
Rigging +0.5
Each million appropriate SP +0.5
(appropriate is eg shield skills for a shield tank ship etc, do not count skill to fly ship, this is assumed)
Raven, Drake, Dominix +.5 (flexibility bonus)
L1 mish 1-2
L2 mish 2-4
L3 mish 3-5
L4 mish 4-6
Examples (tested by me)
Eris (T2 desty) 2.5 with T2 kit (3.5) and 1.5 mill app SP (5) should be able to do all l3's and some l4's - confirmed.
Dominix (bs) 3.5 with 2 mill app SP 5.5 should be able to do all l4's with T1 setup and no rigs, struggling with some - confirmed.

well i have about 5 mill sp in missiles
about 4 mill sp in engineering
atleast 1 mill sp in other usufull things
wich would take a T1 frig with T1 fitting to 6 acording to your chart
and im pretty sure i cant handle all lvl 4's in a T1 frig

The skill component is way out of proportion, especially due to the diminishing return effect of high skill levels. Like Frigate 5 makes your frig <5% better, yet costs almost 500K SP and thus would increase your points by 50%...
Also the gap between T1 cruisers and BCs is to small, just like the gap between BCs and BSes. A T1 fitted BS is better than a T2 fitted BC by quite a margin. Actually it all is pretty screwed up imho.
The simple generalization of:
L1: Frigs, dessies
L2: T2 frigs, cruisers
L3: T2 cruisers, BCs
L4: BS, T2 BCs
is much more appropriate. Of course you CAN do higher level missions in lower level ships, but you usually shoot yourself in the foot doing that since it takes far too long and you would earn more doing the lower tier missions.
