It also says it is contraband somewhere. Does that mean that if i dock in an Amarr station and put it in my cargo, i will get arrested or something? Sorry this must sound like a super rookie question, but i am 9 days into the game and still trying to figure this out... (I thought after the tutorials i was done with rook status ....but SHEESH...)

If you take it into Amarr space then the customs officials and possibly the Amarr navy will start shooting at you or fine you. If, on the other hand, you take it to a Gallente Navy station, they will give you ISK for it.

Evening,
since those insignias are contrabands, there should also be a tab that will describe how much standings-loss/fines/etc you get if you fly to wrong part of the space with them inside your cargo hold.
(staying inside station with those illegal stuff does not trigger anything.)
Some Minmatar (and propably Gallente) will pay for those insignias - other than that reprocess and get some isogen, also might be needed in some LP offers.

are you sure? i have tons of gallente ones in my caldari station, and i havent gotten anything.

While Insignias and Tags are contraband, they have no listed penalty in the legality section.
That means you won't get fined or shot for carrying them past Customs, you just can't sell them in the owning faction's or their allies' space.
The worse you'll get is a nasty eve-mail from Customs if you're spotted carrying them. 
For Amarr tags, go to a Republic Fleet or a Federation Navy station (Minmatar and Gallente) and sell them there.
Agent offers for tags aren't usually worth it.
