Highslots: 1 Siege launcher (cheap), rest Heavy Neutralizers (cheap)
Med: 2xWebifiers, 1 Warp disruptor, Sensor boosters / Painters / 100mn MWD.
Low: 2x Large armor rep II, rest Nanos and/or hardeners.
Drone bay: Webifying drones/Painter Drones

Park the vehicle at a high traffic gate and try killing bc and bigger. Don't use siege mode since you need to get close and web the target after you have it scrambled. If you have a MWD and some nanos you can rech a speed of 400-500
Once you have them in the net, all they can do is sit there and watch your Siege Launcher kill them slowly when their cap is dry.
This will give you enough time to ask for ransom, and maybe you can earn back at least some isk from this fraud.
Tactic in summary: cheap non capital setup, hold down target, kill them slowly. 2 sensor boosters is enough to lock bs's....

Hmm Siege dreads to web and hold ships at the gate untill some one logs off or ejects I wonder how that would go lol

Find a pos in empire.
they are usually small pos's without any guns, as concord are their protection.
Enter siege mode and try to take it down before concord kill you.

cant get dreads into high sec...
my suggestion, take it to the south, they would gladly kill it for you.
