Sorry Samuel I had to do it :)
When making a nano phoon are the snakes mandatory? would you need the best nanos for it aswell. I mean, assuming you just wanted to take one out and do some ratting w/ it or goof off. Not serious I must p0wn joo! type nano-phoonery just some fun super fast BS action.

If you want to solo pwn BS, then it is going to be expensive because you need to escape their guns' tracking. For smaller ships (especially really small ones), speed is mainly an issue when you need to actually catch up to and lock down the ships.

If you just use T1 non named stuff, then the phoon will go about 2600 ms. It'll still be fun to use, but it really shines when you use all best named or T2. (T2 Nanos are out now thanks to invention and that's sexeh!)
Add in a Vent rig or three and you'll be going 4 or 5K. Spend 600 mils on a Low-Grade Snake set and you'll go ... faster!! Not really sure on what the Maximum speed is.

Nah, you don't need snake set...
Example phoon setup: 4x nos, 4x siege, mwd, injector, scram, sensor booster, 2x istabs, 3x nanos, rcu II, bcs II.
Speed with 3x t2 nanos, 2x LH istabs, lvl4 acceleration control and lvl5 navigation, 3x t1 mwd/ab speed rigs and t2 100mn mwd, rogue cy-1 and my-1 implants:
(150+3*30)*1.25*1.03*(1+(5.5*1.2*1.03*1.15*1.15*1.15*(150/((100+50)*(1-0.15)*(1-0.15*0.85))))) = 4616m/s, give or take a couple m/s.
If this speed is sufficient for you, you do not need LG snakes.
However, with LG snakes this phoon would go 33.83% faster, which would result in a top speed of approximately 6180m/s.
Throw in a faction MWD and you are looking at speeds in excess of 7km/s.

I've always viewed the nanophoon as more of a handy tool than a dps dealer.

To add to this: Somewhat "madatory" should be the very cheap speed implants. 3% base speed, 3% MWD speed and zors 5% mwd speed hyper-link cost together 30-40 mil and give you approximately another 10% speed bost.
