I am a mission runner and would like to rat in the Syndacate area who would I need to talk to about a possible rental arangment?

Nobody "owns" Syndicate. It is a bloody mishmash of petty powers and roving brigands constantly at each other's throats - in other words, a constant, fractious, warzone. Not a place I would suggest you go if you're hoping to do some quiet ratting. A fine area for no-strings-attached bloody mayhem, though!
If you insist on carrying through with this fool's endeavour, then your best bet would be to figure out which area of Syndicate you wish to operate it and try to figure out who occupies that part. Odds are good that you'll probably end up talking to the OSS or Coalition of Empires/Brutally Clever Empire, but who knows? Your tastes and inclinations might lead you to strange places.
