The only reason a lot of us don't move deeper into 0.0, away from NPC regions, is the lack of medical clones nearby. If we get popped, gotta spend hours getting back. I don't think a small medical lab for POS would be unbalancing at all - it doesn't give me a ship after all!
For those of us who like to live in deep 0.0, this would be a welcome feature.

Choices are:
1) Build a station and get a clone bay. 2) Base out of an NPC station and fly to your POS.
Making a Clone Bay pos array would unbalance the game immensely. By adding a Clone Bay POS array, you are making the rewards for truely holding space worse. One of the big advantages of a station built in 0.0 is its cloning bay. This allows a defender the ability to regroup faster.
If you want to move away from NPC regions, either figure out how to not get blown up while in your POS system, keep your clone at the 0.0 NPC stations and fly to where you want to go or build your own station.

I like the idea, but only for jump clones. After all, if your POS gets torched in a battle where you get podded two minutes later, do you find youself in Clone Grade Alpha? No, thank you. Clone jump to the POS, install a new jump clone at the POS and you're in business.
Couple that with remote destruction of jump clones and all is as it should be in the field of infomorph psychology.

In regards to your #1 - this only apply to alliances. Many many corps in 0.0 do not belong to an alliance.
For #2, I am actually doing that currently, as I don't feel like flying 30-40 jumps if I want to base deeper in 0.0.
Not getting blown up - well, obviously. Unfortunately not every camp is setup by incompetents, and while I can make it through most camps, some of my newer members cannot. Would you rather have them control-q to save themselves, or die gloriously and wake up at a starbase which my corp controls?
I do see your points, really I do. I would dearly love to see more smaller entities move into 0.0 - there are tons of unused constellations which the major alliances don't touch and barely visit. But not having convenient clone access means that they will never get used.

well gatecamps dont hurt you CLONE-wise, since they are mostly on the first 0.0 sys.
basic idea: dont get podded, once in pos systhem!
