With the new build up to 50% of your maximum speed before you can warp does anyone know how Navigation and Ship skill speed bonuses affect it?
Does it take the same amount of time to reach 50% of my maximum speed no matter what or will I be penalized for a higher Navigation skill etc?

*bump* This is a really good point. I'm specially curious if ABs will help you reach your 50% top speed faster.

doubt it, cuz as soon as u actiavte the item, u have increased your thoretical maximum spee, might help if u have **** skills and a short cycle duration, thus the thing kicks in speed su up, drops offline, and thus your maxi speed is much reduced as a result, and hey presto! warp! assuming u got aligned of course

It takes the same amount of time for all vessels to reach their maximum speed. So this new "feature" doesn't reward/penaliza anyone.
It has even been pointed out that if you are webbed and hence your max speed reduced, then you only need to achieve 50% of you new max speed (which will still take the same amount of time).

They don't effect it at all.
A ship always needs the same time to 50% of it's current max speed, no matter what is the max speed.
For example - my scorp had after a total stop 90% of it's max speed always after 32 seconds, independantly if that speed was ~ 2000ms (MWD) or ~180ms.
If you want to reduce the time you need to accellerate to 50% train spaceship command and evasive maneuvers, these skill imrpove accelleration.
I, for example, have spaceship command lvl5 and evasive lvl4 and need only 0.6 * the time I would need normally to accellerate (0.75 * 0.8 -> 0.6).
