I just finished Logic to lvl III and I realized that my intelligence stayed at 17 after I trained it. I read that there may be decimal places after the attributes scores that are not shown. But would that matter? Shouldn't each learning skill increase my score by one regardless? I am scared that I haven't been paying attention to my attributes after each learning skill and I may have lost more points then just that one. I forgot what I started with.
I am worried I have been wasting massive time training these skills and maybe my character is bugged? I filed a petition and haven't heard anything abuot it yet. Corp mates tell me petitions can take weeks to be resolved.

Relogging should solve your problem. This just happens sometimes. Don't worry, it's not actually making you train slower because of it, it's just a client-server miscommunication that will work itself out. ---

Sorry I forgot to mention I had already tried relogging several times to make sure it wasn't just a display issue. Each additional implant point and each additional attribute-related learning skill should increase your displayed value by at least one (in some cases two because you got from, say 20.9 which is displayed as 20 to 22.0 displayed as 22). I recommend you download and use EVE-Mon, and manually edit your current implant(s) in there too. Hover the mouse over the "intelligence : xx.xx" part to see a full breakdown. Well thanks to the informative information I now know there is in fact missing attribute points. Here is the breakdown:
I have a current attribute display on my character sheet of: (through the forums I can't access the game at work)
INT-15 PERC-11 CHA-8 WILL-17 MEM-9
These numbers seem to not include implants. Because I know for sure I have a +2 Intelligence implant and my in game int is 17. But lets ignore implants right now.
My current learning skills are: Analytical Mind-4 Empathy-2 Focus-2 Instant Recall-2 Iron Will-4 Learning-4 Logic-3 Spatial Awareness-2
So, using Tripoli's infomation I can deduce that my starting stats were
INT-8 PERC-7 CHA-6 WILL-11 MEM-7
Which adds up to 39 starting points as was mentioned was the correct total to start with.
I am going to use my intelligence to prove my point since that is the only stat I know what kind of implant I have in it.
Using Tripoli's formula: ( Base + Basic_Skill_Lv + Adv_Skill_Lv + Implant_Bonus ) * ( 1+ ( Learning_Lv * 0.02 ) )
( 8 + 4 + 3 + 2 ) * ( 1.08) = 18.36
So even truncated it should display 18 yet it says only 17.

There is something wrong with the totals for your perception. I didn't bother to continue checking as without the complete information there is no way to know where the problem is.
I am expecting that you have a base int of 7 not 8 as that would give you 17.28 final int. You have most likely misplaced one of the base attribute points.

Oh, and check your implants ingame to see if it really is a +2.

Well I checked in game and my intelligence implant is a +2. I looked on my XML data and I finally got what my actual starting stats were.
Intelligence-7 Charisma-6 Perception-9 Memory-7 Willpower-10

This formula only is for skill training , the last part (1+ (Learning_Lv * 0.02) ) will never affect your actual attribute points as shown on character sheet.
That part of the formula affects skill training times , not your actual attribute points.
