I have asolution. Why don't we petition CCp to make askill for bounty hunting anywhere in space. Those who have the required skills for training the skill then going out to any system to kill the prey tiyr after.
This skill will enable you to create a contract for the bounty set on aperticular bounty. Once that contract has been created it wil enable you to go anywhere in space weather it be in high security to 0.0... You yourself will have to pay a portion of that bounty in order to create it and once you have completed your contrat you will get the isk you put down for the contract you created for a bounty that someone else set on they're head.
As it is stated you will be able to go anywhere in the Eve Unbiverse and collect yor bounty and not even Concord will be able to stop you because you have a legal EVE contract. Obviousley the Skill will be pricy for the isk you will be getting for the bounty you kill and the isk that is transfering through. The Isk i sout there, you know there is someone that wants someone killed for what tha tplayer did to the one that is setting the bounty.
And on collecting the bounty on your own head, I doubt that CCP can do anytning about that. It is ultimately the price we pay for being Imortal so to speak. Your constantly being recloned every time you get podded. if you want the extra isk then have your friend kill you. But you will have to have the skill and create a contract to do it and neither will be cheap.

Then you could just make contracts for bounty kill, and kill who you like.. Then there would be no safe space anymore, so I can't see the point.. If you want to kill someone in safespace, declare war. The only problem as it is now, is that you can't get people who are in npc corps..

I think it would be at least quite interresting, and will make Bounty hunting less annoying and a viable profession, and pirating more thrilling.
I mean, if you have got enough attention to have a bounty on your head, then its obviously clear, that you are not a boy scout or chorsinger.
So for that reason its just fair to be subject to get caought by bounty hunters everywhere, thats what bounty hunters are should for, dealing with the bad guys, regardsless of security level of the system.
I think we will see much more PvP then, no need to wardec corps in empire, no need to complain about "lack of non-consentual PvP" (The pendulum swings in both directions, you know ).
Could be enable noobs to shoot pirate noobs, without having to got to low sec where they are just easy kill to the more experienced guys.
And as most pirates/PK¦s have alts for shopping and scouting anyway i dont see the problem with the issue of no space is safe for a pirate (with bounty).
I think it could add more flavout to the game.

No point in bounty hunting. Bounty hunting a player with less than 5 million in bounty is useless IMO. Why bother with anything less?
Also, anyone with a sizeable bounty can just have a friend pod them for the cash, or create a trial account to pod themselves LOL.
CCP needs to make Pod'ding more painful than it is now. With Jump Clones, getting Pod'd isn't very painful at all, since you don't lose your implants.
I think you should lose 5% of your skillpoints if you get Pod'd. That matches what Ultima Online used to do if you got PK'd. That will make people less willing to Pod themselves to collect their own bounty.

Then you have a game like lineage2 where no one wants to pvp. 5% of 10mil sp is 500k sp. You have any idea how long it will take to get that sp back? I do, one ****in month(or more). lol. ______________________________________________________________

Want to fix Bounty Hunting? Allow players to trade Killrights. Problem solved.

What is to stop someone from making a contract with an alt enabling "free" (you pay your own bounties to yourself) ganks?
If you want bounties from ebil griefing smacktalking pirates you'll prolly know where they hang around anyway >.<

Not sure I follow you.
You only get killrights when someone not at war with you attacks you. I am proposing that instead of placing a bounty on the pirate's head that is difficult to collect you trade in your "killright" on that player and offer some amount for the deed (up to the player to sweeten the pot enough to be worthwhile). If a pirate wanted to shoot his own ALT and pay money essentially to him/herself to have people chase them well...more power to them. More PvP for everyone and the people chasing the pirate will be coming in PvP fitted ships so have fun.
To be fair I suppose the bounty hunter should pay a flat rate (or perhaps percentage) to collect the contract. This money would be the "bribe" to CONCORD to look the other way. In that way you make it not so reasonable for players to just buy back their own contracts (should not be able to collect a contract on yourself of course but with ALTs that is easily gotten around). This money is not refundable. If the killrights expire before you collect then tough luck. At least with some cost (say 250k/contract) it'll improve the hunter's motivation.
Now 250k is not much you may say but an ebil pirate who ganks 50 ships in a night may well find 50 contracts out on him/her. That is 12.5 mil for them to buy back. It may be worth it to them but then they'd have to be able to hunt all those contracts down anyway. Too low? Make it 500k...that is a matter for the balance police (i.e. don't get hung up on the numbers). Perhaps one person collects all 50 contracts to go for the BIG kill or 50 separate players pick them up...pirate will face who knows who coming at them.
The neat thing is if you allowed the trading to go both ways. Say I really, really dislike ebil pirate X and want to shoot him. Rather than waiting for someone to place a bounty I could offer my own money to buy killrights from anyone who gets one on that player. Be kinda funny to see swarms of noob frigs trying to get ganked by the guy so they could sell their killrights. Sounds silly but what the hell...besides, may make pirates think twice about who they are shooting and avoid podding poor (legitimate) newbs. They still could of course but it would become a new factor in their thinking.
Overall seems more PvP for everyone. Carebears could actually think they are getting retribution and pirates get to shoot more stuff. Win - win (unless the gank is all you are about and cringe at the thought of anyoen actually shooting back at you).

This means there is always a place for people with bounties to hide its in 0.9 and 1.0 systems.
Ofc you can only attack those with bounties on their heads.

You cant place a bounty on anyone with a good Sec status anyway. So you cant use this method to grief anyway. I kinda like this idea. If you have a low sec status, someone can place a bounty on your head, then someone else can place a contract so they can kill you anywere. If you dont like being griefed in this method dont carry a low sec rating.
