i currently have the xr-3200 heavy launchers. are the T2 heavy lauchers worth the upgrade, with heavy missile specialisation, do they carry a much bigger punch, or shall i go straight to cruise.

That depends on your planned ship route. If you're planning on staying with cruisers or battlecruisers then Tech II Heavies are definately worth it. If you're planning on moving up to battleships, get Tech II Cruises first since you won't be using Heavies on your battleship.
One of the reasons that Tech II Cruises/Torps are much more common than Tech II heavy guns is the fact that you can train straight to them instead of training Tech II Lights and Tech II Heavies first.

heavy missiles lvl 4 -> 5 will give you 5% better damage, heavy missile spec lvl 4 will give 8% better ROF..resulting in a total DPS increase of 14.1% with identical setups.

but then on top of that u have the bonus of the different missiles. precisions are very nice indeed against smaller ships and furies have a higher base dmg (i think).
definately worth training if ur gonna be using them but as others said it's a strange question because if ur gonna be flying a bs often then go straight to cruise. depends what ship ur using mostly

T2 Heavy Launchers: Lvl 4 in a Drake, Nighthawk, Cerberus
In lvl 3 Missions i don't think it's very necessary to max out the Heavy Missiles Skill as long as your Drake's Tank is tough enough..
In lvl 3 Missions i used my Drake with Arbalest Heavy Missile Launchers (expensive) and Heavy Missiles Skill to lvl 4. It was way enough to do those missions the easy way.
Know, that i am heading for a Cerberus and lvl 4's (i actually do them with a Raven) i am training the Heavy Missile Specs to lvl 4
