I have been playing eve for a few months now, and have close to 4 mill sp. I want to get into electronic warfare and was wondering what the best way to go was. Should I just jump in a try everything, or are there certain EW mods that I should be focusing on. I fly caldari ships if that makes much of a difference.

Depends on the type of EWAR your wanting to focus on. Each race has there specialties. Caldari spec in ECM (jammers), though they can use other types just fine. It really depends on what you are wanting to do, you left this rather vague.
ECMs recently got nerfed, and basicly required alot more modules/skills to be as good, where before you could do "ok" with lower skills. If you wanting to use those look at getting a black bird (cladari cruiser).
If your wanting to use other types of EWAR like Sensor damps, turret disruptors, target painters, etc. Look at getting a ferox (caldari battle cruiser). They are relatively cheap, insurable, and have a decent slot layout of basic EWAR work.
If you wanting to do more of the tackling sorta thing like webs and warp scramblers look into get an interceptor or a merlin (caldari frig). Basicly you just want fast and cheap and atleast 3 mid slots. You can also go for "heavy tackler" with say an maller, or arbitor (amarian cruiser) stabber or rupture (minmatar cruisers) thorax or vexor (gallente cruisers) though as a rule caldari cruisers make poor tacklers compairitively speaking.
Mainly with EWAR boats your weapons arn't that important but you don't want to use capacitor in using them. So things like missles, drones, and projectile turrets, work out really nicely for this.
A dedicated EWAR boat will generally not have much of a tank. Normally there highs will be bare bones weapons that really don't matter or offline remote armor reps. There mids will be filled with various ewar things, and there lows will have capacitor power relays and/or light armor tanks, though with ECM ships there lows will basicly need afew of the new signal distortion amps.
Hopefully this helps some but you should try to specify alittle bit about what your wanting.

Thanks for you help. This is kinda what I was looking for. Its hard to be specific because I don't know alot about all of the different kinds of EWAR. I was looking into the ECM, but now that I hear they're nerfed I may hold off and look into some kind of tackler set up. Thanks alot.

ECM is by far the most effective and devastating type of EWAR available. However, after the nerf, the only ship that is actually capable of using ECM effectively is the Rook.
Dampeners are the next best thing. Gallente EWAR cruisers have bonuses to dampeners that make them even more deadly. HOwever, you can use almost any ship fitted with three dampeners to really ruin your enemy's day.
The Minmater brand of EWAR is target painters and webbers. Target painters are essentially worthless and the true webber potential can only be extracted from the Minnie Recon Ships - at a steep price and steep sp.
