Is there anyway someone from CCP can take a look at the complex respawn rates and take downtime out of the equation?
Why should certain isk farming alliances be able to farm a 10/10 twice within 3 hours when the respawn rate is every 20+ hours. Complexes should respawn at a random interval REGARDLESS of downtime.
The large 9/10 and 10/10 should respawn anywhere from 12-17 hours just to make the respawn a moving target.
I am sure there are some better suggestions, lets hear them.

I think moveing (some of) the static complexes into the exploration content should do very well. For example there will be 10% if the current static sites that is always visible BUT they will swap locations just like the exploration sites (happens after downtime or at player interaction it just despawns). This will make it impossible for the "known" login farmers aswell because they cannot predict where it will be (this would be very good, as it gives other people some chances to do the after downtime run).
The rest will go into exploration and will be "counted" so it accounts for the same ammount of complexes that would have been there otherwise (includeing the respawns). Most important each site can be runned 1x, then it despawns (and forced despawn dureing / after downtime of excisting not completed sites). This would pretty much solve the farming and still keep the statics for a occasional run. Extra addition is it makes exploration even more mainstream and possible an very interesting career to choose for some.
Additionally there is more room for cosmos which is the way ccp wants to go according to either the dev blogs or a post from a dev. True cosmos sites are really nice because of their spawnrate, and the big ammounts of nasty WTFBBQ rats in there (battleships, cruisers and jamming frigs) make sure its even harder to really solo (farm) it even though it is do-able with the most extreme of extreme setups (which is ok as that makes farmers tempting targets ).
In addition it would be very nice if this gone paired with the complete complex overhaul (replaceing large groups of rats with smaller groups which are harder). Also a good time to check the "prizes" to be won (make 4/10's worth it, fix uberloot, add missing cruiser sized loot).
One thing needing alot of attention though is if it is moved into the exploration system that it would not result in everyone of the "exploration" complexes spawning right after downtime (so it only benefits a few), though i think exploration allready works on a random spawntime.
