If you read in the introduction here, you will see it says aproximately 5000 systems.

In the systems people can get to probably not. But if you can find a system which is:
A dead end
At the edge of 0.0 space (the far edge, not the empire edge)
Has crap trusec
Has no sovereignty claims nearby
You have probably found a system very few if any people have bothered visiting.
