is there anywhere you can buy the rig components cheaper? looking at the prices in jita for the components, it costs 10m more to build a rig than you get from selling it? http://www.freewebs.com/byrnes/sig.jpg

Regardless of where you buy/sell, you will probably not be making huge profits buying components and manufacturing rigs for sale on market. This is especially true since the rig market is still in flux (many rig prices continue to drop each week), and the game mechanics will probably continue to see tweaks & modifications from upcoming patches.
That said, most t1 rig components come from mission bears. Most missions are done in high-sec lvl-3/4 agent hubs. Different NPC types drop components from different rig categories. If, say, you are looking to buy components that drop from Serpentis rats, you may want to look into putting some buy orders by a Gallente mission hub

Try setting up large region-wide buy orders at reasonable prices.
I personally have big heaps (500+) of many T1 rig components, gathered from running missions, but it's not worth my time trying to sell them at the moment because buy orders are either too small, too cheap, or too restricted. Not sure how representative this is but I suspect alot of people are still hanging on to their comps.
(I'm in Sinq Laison btw, and not in Dodi )

Why does everything think that as a newb to a particular trading or manufacturing field they should start in Jita? Jita is the hardest market in the entire game to compete in.

Because Jita offers huge volume on almost everything, and volume is very important.
As a starting trader I found the worst in other regions/hubs, that things go slowly and it takes days to fill my buyorders or sell my stuff.
If you take the time/effort - mostly 0.01 isk over/undercutting -, then you can move volumes in Jita in very short period of time. And at the end of the day volume matters more than the percentage profit on one unit of a given item.

Jita is good for selling large volumes, but would not be the best place for a starting trader. I have been working in a quieter region and made 150 million in a couple of days buying salvage and reselling it in Jita.
Find a quieter system and you can buy salvage much cheaper than what you will find in Jita.
Volume is key.

If you are prepared to travel to other regions, and set up buy orders there, you can get quite a lot of rig components cheaper (different rats in different regions drop different rig components ) ---

Rig market behavior is remarkably similar to the traditional T1 market...
Huge profits at the very start followed by a slow decay in prices to reasonable margins:
The rig gold rush is already over.
Component prices have stabilized, rig price declines have decelerated markedly, we are now entering a new phase where regional arbitrage emerges as the major market driver.
