At this point, with no email letting me know why there is a delay AND the seller keep blocking me and dropping out of conversations, I am assuming this is a scam and am petitioning CCP for reimbursement.

Just taked to the player of Quachadelmonte. He states that the character was not in his possession at the time of the money transfer and has sent an email to me stating as much. This may be a case of a stolen account. Hope this helps.

Damn and i was willing to buy his character. Hopefully he just really slow. If not i hope u get help from CCP from scammers like him. If you sent evemail between each other in-game confirming what is being sold and for how much plus sending the isk with exact reason why, all that will help CCP nail that guy. GL!

Yes that is correct. now I have a huge mess to clean up.
This was such a pain I cant imagine how bad real identity thieft would be..
