Just 2 quickish questions.
1: Are multispecs still viable? I've got me a falcon and all she will be doing for the time being is running guard on a miner in low sec. I don't need to be uber, just enough to jam for one cycle to allow the miner to run. Are the mutli's viable for this or should I still go with racials.
2: What skills should be at what before you are a viable asset in a fleet fight. (As in specific ecm skills)

Only on ECM-specialised ships, generally with ECM mods in lows. Racial is almost always better. You should have the skills to use t2 jammers, signal dispersion at at least 4, long range jamming, and the one that affects falloff, which I can't remember right now. Also good cap skills as ECM still eats cap.

Why use t2 jammers? last I checked the T1 named variants were better.
has something changed?

They are viable for pretty many niches still; for example the duty you explained.
Most benefitical they are on ECM specialised ship (like Falcon) in small gang and when operated by your alt (when you can't focus fully to pick optimal jammer for each target race).
For your scenario T2 multispecs should suffice. Best named T1 have same effects, but at cheaper cap cost. Make sure you have at least 2 good signal distortion mods on lows to enhance jammer effects.

Multispecs if you can fit a lot on a dedicated EW ship should get you pretty far, BUT if you are in an area where people have a tendency to fly specific races you will benefit MUCH more from fitting at least a few racial jammers. And if you get attacked by a race ship you don't have racials for you still have a chance, however obviously not as good as a multispec...
A few tips: Unless you are going to be warping around cloaked i.e. expensive Falcon, consider using a Rook for the task (you can always fit a cheaper cloak). Price for ship should not be too different and you jammers will work better on the Rook... Just remember you will not most likely not be able to surprise pirates if they can scan you.
When you are standing cover you also need to look after yourself - racials is a very good idea, so try position yourself at optimal range for your jammers... When pirates jump in they will hopefully be far away from you and you can still protect your friends just as well as being next to them. This will ofcourse work best if you are cloaked so enemies don't sneak up and attack you.

If you have an Eos using the information warfare gang assist mods, have your electronics skills to effect ecm strength maxed, and have some of those ecm lowslot mods fitted and you flying a rook, you might get about the same ecm strength as before the patch nerf. Maybe a little bit over

If you got the reqs for a Falcon, why not use a Rook? Much better ECM performance and quite a bit of punch in its own right.

Jadiin, use a Rook. You'll get a lot higher jam strength out of it, and you can always fit an Improved Cloak too. Plus, it's a lot cheaper. Not to mention has more midslots for ECM or even some semblance of a tank. ~~~
