1. One pilot is red flagged in hig sec (for whatever reason).
2. Another pilot with no relation with the red flagged person attacks him.
3. Red flagged person counter attack him
question ; Concord will attack the red flagged person?

question: Concord will attack the agresssor?

If he's red because of can flagging and someone attacks him who had nothing to do with it, the attacker will be concorded.
If he's -5 or lower, only then is he free for all. And the faction police (not concord) will be attempting to attack him anyway.
