Well I can attest that you can get one for zero isk. All it takes is a quiet w-system with good planets, 8 characters, 48 PI bases and around 2 months of mining and hauling from one to another. Even tho I have sold it for much more than the plexes for those accounts, I can also say with very much certainty that I will never do that kind of work again :)
