and i was also wondering if there is a way to get them without having to pay for them.

Sometimes you can sell them.
And sometimes, they show up in mission loot.

Keep them in your hangar for nine months, and more will start appearing? 
But seriously, I've occasionally found the various types of 'people' as loot after destroying habitation modules and similar inhabited structures in missions.

I think some of the Minmatar (player) corps will accept these and free them, if you wanna go that way and roleplay it. The game mechanics don't support setting these people free, but you can pretend, shrug.

They make good bait for someone to steal out of your can. Fly out from your chosen station a couple km, jettison them to space and wait for someone to steal it. Once they do you (and your corp) may open fire as long as you catch them within the 15 minute time limit.
And if you don't catch them, you didn't lose anything worth much. :)

Why just yesterday I bought around 12,000 slaves from a system in Tash-Murkon and carried them to another system in the same region for a tidy 1.6 million ISK profit. I think I was able to buy them for around 710isk each and sold them for around 840isk each. I had like 18 more slaves than would fit into the cargo hold on the last trip so they got a vacuum enema on the way out of the system. Remember slaves are cargo, Amarrians are passengers....please remember to keep that straight. :)

I've always wanted CCP to implement a system of empire expansion and conquest that required the transport and delivery of military, slaves, equipment, etc to certain stations in order to change sovereignty of the NPC systems. Something along the lines of system xyz is under conflict and players could influence the outcome of the war by delivering supplies or doing npc missions related to it. Maybe when they get faction warfare in the game I'll get some of my wish.
