I am -4.6 right now i would like to raise it up so i can join a merc corp. i want to do it fast also. what is the fastest way i can do it and how long will it take.

Ratting, lots and lots of ratting...
Think, a rough example would be...
I went from 5.0 to 1.4 or so in about 2-3 hours tops, but I've only gotten maybe a full point of a sec raise, as in 1.4 to 2.4 in about a month or two, however I had connection issues for about 2-3 weeks and that put a dampener on it.

0.0 ratting. All other ways of raising your sec status will take ages.
Destroying BS rats will raise your status nicely.

don't expect too much of a drag though. cruisers can weasel through those large weapons and still deal proper damage.
frigates however, carry too few boomsticks.

In my recent crusade against 0.0 BS rat spawns, I've got from -1.2 to 0.3 in right around 2 weeks. Boring as hell, but decent money...
