As you probably realize by now, ISK sellers go to great lengths to get their hands on ISK. Recently we busted a blueprint conglomerate that was set up just to skim ISK off the top. That extra ISK was then sold for real life currency. The players involved bought a large number of expensive blueprints over a long period of time with the purpose of monopolizing the market on certain items. They attempted to drive prices as high as possible so that they could skim more money off the top and sell more ISK on Ebay. This went on for some time and I am sure that a large number of the playerbase unknowingly felt the effect of this when buying ships and modules.
This conglomerate was found out and brought down by your friendly GMs and all those involved given a lifelong vacation from EVE. Their precious pile of blueprints will be reseeded to lucky players through the blueprint lottery. This is a perfect example of how those willing to buy ISK for real money can directly cause inflation and can end up costing the rest of the playerbase a lot of ISK.
All I can say is F'kn Unbelievable.

Well, GM Arkanon has always had an eye for things like this. So, I would have suspected GM Arkanon to have caught this a long time ago tbh.
But, all in the same, I think it was a GJ. And now I understand why CCP is dissolving the T2 Lottery.

that whole dev blog is a joke
if you want to change isk to $ then just use the ccp suppoted method of using timecards to sign up alt accounts and get $7 for every account you sign up that way
if you want to change $ to isk then just buy a ton of timecards (make sure you get a discount from the retailer so you get more isk for your $ )
both methods are suppoted by ccp

1. Obtain GTC valued at $15
2. Use GTC to create alt.
3. CCP pays you $7 for signing up said alt for a net loss to this point of $8
4. ?
5. Profit!

He's saying (since you can't sell isk for cash, only for GTCs)
1. trade isk for gtc
2. sign up alt with gtc
3. ccp gives you $7 cash
(i have no idea about that getting 7 bucks thing, but if it's true, that'd work, i guess. If you do, you prolly only get it credited to your character account, not money IRL for your bank account.)

you buy a time card using your ingame isk
sign up a alt using https://secure.eve-online.com/affiliate
ccp give you $7 (can only take it out in to your bank account when it hits so much $)
thats the ccp suppoted way of changing isk to $
You don't buy the time card with $ if you want to change isk to $ you only buy time cards if you want to make isk from $ and you don't buy them for $15 you can buy them for less as long as you setup the right accounts
