I currently have a crappy integrated sound card. I would be fine with this as I have the sound muted on EVE anyway. But my problem is about TS and Vent.
My voice always sounds muffled, like I've got a pillow over my face. I've tried switching mics, but that doesn't help. So I'm going to buy a new sound card to see if that helps.
Do you think that a new sound card will help? I'm thinking of getting a Creative Labs Sound Blaster Audigy SE 7.1 24-bit Sound Card (Low Profile) for $30.

I bought that card a while back, and it's the most trouble I've ever had configuring a mic. While the sound is nice, I have no clue what Creative was on when they designed the control interface. But for 30 bucks, yeah, it works.

Creative write the worst drivers in the history of the universe. Not only that, but they hide the driver beneath a huge, festering pile of control centres and user consoles that nobody wants or uses. I hate them.
Their soundcards are okay, though.

depends why you want the soundcard? generally it's for 'better sound' you'll need a speaker system; tbh I got a X-fi mp3 Creative pci card just to take cpu load off; do some research; although the 30$ one might sound like a bargin; most of those cards do not have onboard sound processing (in which case yer cpu will do all the processing) when you get a new sound card to make your games sound good; when in practice it just makes them slightly slower :(

Currently i believe that the Xfi cards are the only Creative cards able to run without any problems in Vista. So if you are looking for a certian amount of future proofing id get one of these.
I think they go for about ú50 at the moment.
Sound cards in general are a bit of a rip off. Doldy 5.1 excellent. 7.1 now you are taking the pee.
