I am admittedly an alt of a 2004 Pilot with a clearer focus on skills and goals. Having spent 800m recently on blanket wardecs with various corps and with a small corp myself of only a few people, it was difficult to mount any real worthwhile engagements off the cuff. As these wardecs drop off as unfruitful efforts (as I expected) I realized there may very well be a market for Pre-Wardec Intelligence. (which we didnt do until the end).
As we got closer to the end of some of our wardecs we began really focusing on a couple of corporations and studying them for potential future wardecs, what ships they fly, what systems they frequent in what ships at what times of day/evening, etc. It dawned on me, I would loved to have had this data prior to spending up to 100m for a fruitless wardec.
My corp is recruiting and growing slowly, which is fine, but as we grow, I plan to take my pilots into a direction that I don't hear much of. Intelligence Gathering.
Voynich Decoded is named after the very mind numbing Voynich Manuscripts which to this day have never been deciphered. Originally believed to have been written by Sir. Roger Bacon for reasons unknown. In our case, we look to crack the code of every potential and active target corp in EVE by selling full intelligence reports on said corporations as pre dec intel to help you answer the following questions:
A. How many members of the corp are active. B. What ships do the active members fly. C. What systems do the active members frequent in what ships D. What times of day can I expect to see X member online E. What are the Kill/Losses of the corp F. Do they roam in fleets?
You get the idea.
Our plan is to put together a full and fairly comprehensive report together for various corps under 100 members (initially).
You may say, corps who are serious already do this! And you may be correct, but, some may wish to simply purchase such a report and save themselves the time which can be better spent setting up well informed engagements.
I will be setting up a new website for our corp with our services and order forms. Only corporations we accept to do business with be able to purchase our reports and see our availability list of corps we have scouted. You will also be able to place orders for intel reports we haven't yet scouted at which point we will begin immediately upon order.
Time for report completion depends on several things such as size of the corp and other variables.
My question to you all is, how much would such a report be worth in your opinion? Lets say on average a report takes 2 weeks to research, scout, stalk etc for all of the relevant data. If a report helped you turn what would typically be a 0 ISK killmail Wardec in Highsec into a 200m to 1b ISK Wardec, what would the value of that intel be?
If rather than you spending 800m in empty wardecs, you were able to spend 50m on a dec and actually get kills, what is the value of that?
I'm looking for genuine feedback on this as my corp has 5 active members with 15 alts currently, most of us running two accounts simultaneously. We want to do this as a career choice and become the relied upon central location for valuable intelligence in EVE with a growing list of services.

i think you probably have a potential market here, i know how much time and effort goes into building a mental picture of a corp and its enough to burn a player out in short order, so yeah i imagine of ye get good at it you could become fairly popular people.
the issue i think you will quickly run into (though if ye have put half as much effort in as you say, you already have) , is that as soon as the target corp finds out they are actually being hunted a large portion will
a) skater to the far flung corners of the four empires b) drop corp or c) go inactive for the dec
sometimes all three, and this is a massive pain in the arse with corps of over 10-20 people this is where i find myself thinking "i need more intell" , particularly when its a contract that i have been paid to root out and run down , id love to just go "**** it let them run" but i cant ignore them , but i dont really have adequate tools either though.
pre war intell is fantastic and very useful dont get me wrong but i find its only useful for the first contact, maybe second.
im definitely interested in how ye fare with this so best of luck

Thank you Ralph, those words coming from you are inspiring in that I know I'm heading in the right direction.
My struggle is figuring out a fair price for such reporting.
Lots Pros/Cons.
Generally speaking, buying one of our Intel Reports means your first active day of the Dec will likely be your most fruitful as after that, its likely the corp will scatter and realize you are well armed with everything you need to know about them. Most corps now are used to be wardecced with no real fear of loss because everyone knows the major war dec corps blanket dec 200 corps and just sit on stations. These reports will likely change that.
However, it will be possible for budding corps wanting to maintain their general safety to purchase their invisibility. In other words, if an industry corp would rather make sure they aren't being scouted and reported on, they can purchase a Fly Safe Policy for a specific period of time which will ensure they aren't a target in our reporting process and any corps wanting to purchase an intel report on them will be declined. Though I dont see this happening until we have had some testimonials for successful wardecs of clients and then I can see more corps buying Fly Safe Policies.

This is what was suggested in this thread in C&P.
The response to the suggestions regarding intel were rather dry.
But I suppose those players more apt to want to hunt would find themselves wanting to self harm if they had to do intel work. Maybe it's better to contract that out after all.
Still, the reasons are not changing much:
1. There is nothing for a deccing corp to lose and little for a decced corp to lose if they take measures. They will either take down their POS (for the time being anyway) and disband, OR lose that POS and decide to stay in NPC corps after that. There is no skin in the game for the deccer, and the deccee sees that and that they have everything to lose and decide simply not to play. 2. Putting up a fight puts a decee corp on a kind of list that will ensure that bored highsec hub humpers will dec them again, and again, and again. Thus the very reason why they were decced is the very reason why they will not "provide content".
